diffServActionHCTailDrops

The number of  packets conforming to this classifier
and meter that have been dropped because either the
meter always drops, or the queue's depth exceeds the
max-threshold value.  This object should be used on
high speed interfaces.
Discontinuities in the value of this counter can occur
at re-initialization of the management system, and at
other times as indicated by the value of
ifCounterDiscontinuityTime.
