Specifies the SAFI that will be used to resolve BGP next
hops for routes with this <AFI, SAFI>.
This may be set to none, unicast or multicast.
If set to none, BGP next hops are resolved using the
AFI/SAFI of the BGP next hop, subject to the
QBDC_USER_EXTRACT_BGP_NEXT_HOP user exit.
This field can only be modified while RM is admin down.
