point of view. It depends on global
ipMRouteEnable status and Multicast
interface status. 
              
Inactive - set by the device (status),
   Global IP multicast is disabled or
   Multicast is disable on this
   interface.
              
Active -set by the device (status),
   Global IP multicast is enable and
   Multicast is active on this
   interface.
