column r/w Integer32
The range for configuring rate-limit in packet per second (pps). A value of -1 
means no-limit and all packets of specified type will not be controlled. the default 
value is no-limit. The rate values are 0 to N. When 0 is set on the specified type, 
all packets of the specified type will be dropped.The value N means the maximum rate 
which is project dependent.If the specific packet that sends to the CPU exceeds the 
above rate,it will be dropped.
