    NOTE: Year is stored in packed BCD. The most significant
    part is in the second octet. For example:
      1995 would be stored as 0x95 0x19.
              
The hour, minute, and second field will be set to zero (0)
if they are not relevant.  The year field is set with the
most significant octet first.
