genGroupPortLastChange

This item contains the last two bytes of the TimeStamp of 
the last change of each port as follows:
Bytes 0 -1: port 1,
Bytes 2 -3: port 2,
Bytes 4 -5: port 3, and so on. 
No trap should be sent on the item change.
