Indicates voltage Low threshold of the PSU in the HUB.
The PSU output working voltage needed to support a module 
in the HUB should be V +/- 5%. This value is hard-coded.
The Agent will Trap the manager when the PSU will 'dive' lower
than the chHWPSUVoltLowThresh .
