For write, the value must be a time zone listed in spClockTimezoneTable.
The spClockTimezoneTable lists all valid time zones.
Example:

For read, the value format is <offset>,<DST flag>,<time zone> (<comment>)
Example: -4:00,yes,America/New_York (Eastern Time)
