The total number of Packets in the current interval, for which
there was a problem in transmission. This error is counted
when there is a failure in packet transmission due to resource
limitations (buffers).
This can happen if the Probe Configuration was changed to
send in a large number of packets in a time interval.
NOTE: This is not applicable for Y.1731 probes.
