This MIB Object contains the administratively desired
activation status of the user IMPU.
The eUE MUST allow access to the User identified in  
'pktcEUEUsrIMPUId' if the value is set to 'active',  
unless determined otherwise and reported in  
pktcEUEUsrIMPUOperStat.
The eUE SHOULD attempt to register a User identified in  
'pktcEUEUsrIMPUId' if the value is set to 'active'.
PacketCable Applications can specify additional  
requirements for registration.
If this object is set to 'inactive', all applicable  
sessions (e.g. SIP registration) are gracefully terminated.
The eUE MUST disallow access to the User identified in
'pktcEUEUsrIMPUId' if the value is set to 'inactive'
