The sequence of operations to be performed in 
order to create a zone is as follows:
            
- create an entry in this table.
            
- create zone members in the zoneMemberTable
  that belong to this zone.
            
- if aliases need to be created, create an
  alias entry in the zoneAliasTable, create
  alias members in the zoneMemberTable and
  associate the alias with the required zone
  entry by setting the zoneAliasList object
  in this table appropriately.
