This is the index into the feeder database array.
This value should remain persistent while the feeder
database exists, which means that it'll be consistent
across boots.  However, if this node is disabled as
the gateway node, and later on enabled, then the
'cwtFeederIndex' may be different for the same feeder info
entry in the 'feeder database'.
