This object 'true(1) will enable sending state
change notifications to the MGC.
'false(2)' will disable sending state
change notifications to MGC, for example, 
if MGCP/SGCP is the protocol used, then RSIPs
are sent to the MGC if this object is 
set to 'true(1)'.
