Each row in the table is identified by an
mgcRedundancyGrpNum and mgcNumber. Before adding an
entry into this table the MGC has to be added in  
mgcTable defined in CISCO-WAN-MG-MIB. 
A single mgcRedundancyGrp can have multiple MGCs.
