This object identifies the Peak Cell Rate(PCR) value.
If not provided during the row creation, the value
will be computed as follows,
    For CESM-8T1/E1 -  N * 64 Kbps , 
                       where N = Number of timeslots assigned
                       to this channel.
	For CESM-T3, the value is 44736 Kbps
	For CESM-E3, the value is 34368 Kbps.
