0.7 * CDVRxT for a E1 line.  0 can be specified to internally

should be at least the greater of
              
(1) CDVT in frames * 2 * N
              
(2) ( CDVT in frames +  number of frames in two cells ) * N

connection. For T1-UDT and E1-UDT use N = 32.
