This table contains a history of call management system
connection state changes.
          
After management system initialization  (i.e. when 
sysUpTime is reset to zero), this table
records all notifications until it reaches its
capacity specified in ctpcMgmtSysConnEventHistTableSize.
Thereafter, it remains full by retaining the most recent 
notifications.
