The value of the TOS byte in an IPv4 or IPv6 header is ANDed
with cTapStreamIpTosByteMask and compared with
cTapStreamIpTosByte.
If the values are equal, the comparison is equal. If the mask
is zero and the TosByte value is zero, the result is to always
accept.
