This object represents the amount of time that a rate-adaptive
scrub algorithm increases or decreases the 
csmScrubRunInterval. The scrub interval is decreased when
an error interrupt occurs and the 
cScrubThresholdIntervalCount is exceeded. The scrub 
interval is increased when the scrub retry timer expires.
