operation to a rttMonEchoAdminTargetAddress
(echo type) causes 
rttMonCtrlOperConnectionLostOccurred to change its 
value.  Thus connections to intermediate hops will 
not cause this value to change.
rttMonReactAdminConnectionEnable object is superseded by
rttMonReactVar.
