column r/w Integer32 
The maximum number of history samples to record per
bucket.  When the RttMonRttType is 'pathEcho' this 
value directly represents the number of hops along a 
path to a target, thus we can only support 30 hops.
For all other RttMonRttTypes this value will be 
forced to one by the agent.
