If cpsIfVlanMaxSecureMacAddr is not set,

the cpsIfMaxSecureMacAddr applies to this 
VLAN.  
              
If cpsIfVlanMaxSecureMacAddr is set
and is less than cpsIfMaxSecureMacAddr, then
the cpsIfVlanMaxSecureMacAddr applies to this
VLAN.
              
If cpsIfVlanMaxSecureMacAddr is set
and is greater than cpsIfMaxSecureMacAddr, then 
the cpsIfMaxSecureMacAddr applies to this
VLAN.
