This is the sustained rate permitted by the
traffic shaping. Writing to this object also    
requires writing a value of true(1) to     
cportQosTSConfigEnable at the same time.
              
This object is deprecated and replaced by cbQosTSCfgRate 
in CISCO-CLASS-BASED-QOS-MIB.
              
cbQosTSCfgRate is in CbQosTSCfgEntry, which can be queried
by using ifIndex and cbQosPolicyDirection in same
fashion as mentioned in cportQosTSConfigEnable.
