This object is deprecated and replaced by cbQosPoliceCfgRate
in CISCO-CLASS-BASED-QOS-MIB.
cbQosPoliceCfgRate is in cbQosPoliceCfgEntry, which can be
queried using ifIndex and cbQosPolicyDirection in the same
fashion as mentioned in cportQosRLConfigEnable.
