The bert related changes to the card, then, can be cleaned up.
The value metallicLoopdown(3) is not applicable for
CESM-T3E3 and FRSM-2T3E3.
When its value is metallicLoopdown(3), it implies
smCleanup plus the corresponding Loopdown.
