This object gives the maximum number of internal port
licenses that can be acquired for a given 
clmPortLicensingType. To obtain the maximum number  
of external port licenses that can be acquired, the 
user needs to obtain clmPortLicCountMax and subtract 
clmPortLicCountMaxInternal from it.
