ifMacLimitLow(0) : indicates that the value of
clcIfMacLimitLow is based on the value of

ifLimitLowExceededAction(1) : indicates that the value of
clcIfMacLimitLowExceedAction is based on the
value of clcMacLimitExceededActionDefault if this
bit is set.
ifMacLimitHigh(2) : indicates that the value of
