An entry (conceptual row) in the civrZoneSetTable.
The sequence of operations to be performed in order
to create a zoneset is as follows:
- create zone entries in the civrZoneTable.
- create an entry in this table and set the
civrZoneSetZoneList bitmap object to contain the
required IV zones.
- Note that it is perfectly valid to create an
empty zoneset.
