A control to enable or disable cItpRouteStateChange
notifications as follows:
'true' Indicates that the cItpRouteStateChange
notification should be generated when the state
of any route changes. That is, the notification
generation is enabled.
'false' Indicates that cItpRouteStateChange
notification generation is disabled.
