column SNMPv2-TCTimeStamp 
The value of sysUpTime at the time of the last
creation or deletion of an entry in the route table
defined for this signalling point.
If the local network management subsystem is 
re-initialized, then this object contains the 
sysUpTime at the time when this occurred. This value 
can be used to prevent unnecessary walks of the
cgrtRouteTable.
