cItpAclConfigLastChanged

The value of sysUpTime at the time of the last
creation or deletion of an entry in the cItpAclTable.
If the local network management subsystem is 
re-initialization, then this object contains the 
sysUpTime at the time when this occurred. This value 
can be used to prevent unnecessary walks of the
cItpAclTable.
