The total number of uncompressed octets sent
by all current and previous IPsec Phase-2 Tunnels.  
This value is accumulated BEFORE the packet is 
compressed. If compression is not being used, this 
value will match the value of cipSecGlobalOutOctets.

of times this counter has wrapped.
