A high capacity count of the total number of
uncompressed octets sent by all current and previous 
IPsec Phase-2 Tunnels.  This value is accumulated 
BEFORE the packet is compressed.  If compression is 
not being used, this value will match the
      value of cipSecGlobalHcOutOctets.
