Denotes the address type of the peer node maintenance 
protocol (signaling) address if PW maintenance protocol is 
used for the VC creation. It should be set to  
'unknown' if PE/PW maintenance protocol is not used,  
i.e. cpwVcOwner is set to 'manual'.
