Object
This object indicates the number of occurrences of
cgprsCgAlarmEchoFailure traps state transitions since
system startup.
Trigger Condition: This counter is incremented when
the GGSN detects a CG has gone down.
Condition includes,
a) Link state down.
b) Redirection request.
