fcIfIsServiceStateCapable

Indicates whether this interface is capable of
handling service state change.
'true'  :  capable of changing the service state of the
         interface. This means that the user can configure the
         object fcIfServiceState on this interface. 
'false' :  not capable of a change in service state of the     
         interface. The user cannot configure the object
           fcIfServiceState on this interface.
