fcIfIsPortRateModeCapable

Indicates whether this interface is capable of
being configured in either of 'dedicated' or 
'shared' port rate modes.
'true'  : capable of changing the port rate mode of the       
          interface. The user can configure the object 
          fcIfAdminPortRateMode.
'false' : not capable of changing the port rate mode of the 
          interface. The user cannot configure the object 
          fcIfAdminPortRateMode.
