This object specifies the minimum number of
connections that needs to be supported by the 
real server.  The value of this object must be 
less than or equal to value specified in 
cesServerFarmRserverMaxConns object.
The value in this object is relevant only if 
the cesServerFarmMaxConns object is configured.
              
If value is not specified, then the value
specified in the object cesRserverMinConns is used.
