This attribute specifies if a data rate in the 
dot11OperationalRateSet of the IEEE802dot11-MIB  
is a Basic Rate for this radio interface.
If a data rate is a Basic Rate, the corresponding
octet of this attribute will contain a value of
128 (or the most significant bit is set). Otherwise,
the corresponding octet of this attribute will
be 0.
