The time interval to monitor the AdControl related errors.
The alarm and clear notifications are enabled
when ccsAdControlNotifEnabled is set to 'true'. The alarm 
notifications are specified by
ciscoContentServicesNetServerResponseFailExceeded,
ciscoContentServicesNetServerResponseTimeExceeded,
ciscoContentServicesProtocolParseFailExceeded.
The clear notifications are specified
ciscoContentServicesNetServerResponseFailAlarmCleared,
ciscoContentServicesNetServerResponseTimeAlarmCleared,
ciscoContentServicesProtocolParseFailAlarmCleared
The AdControl will start a timer for each type of errors.
Each error has a counter. The counters for the errors are
ccsNetServerResponseFailCountNotifInfo,
ccsNetServerResponseTimeFailCountNotifInfo,
ccsProtocolParseFailCountNotifInfo.
An alarm notification will be generated if the error exceeds
the alarm threshold within the time interval and no such alarm
has been raised yet. The timer will be restarted after an alarm 
notification is generated. When the timer expires, a clear 
notification will be generated if the error is equal to or less
than the clear threshold and the alarm exists.
The alarm thresholds are specified by
ccsNetServerResponseFailAlarmThreshold,
ccsNetServerResponseTimeFailAlarmThreshold,
ccsProtocolParseFailAlarmThreshold.
The clear thresholds are specified by
ccsNetServerResponseFailClearThreshold,
ccsNetServerResponseTimeFailClearThreshold,
ccsProtocolParseFailClearThreshold.
When the timer is changed, the alarm counters will be reset
and the related alarms will be cleared if exist.
