Allows the generation of Alarms in response to Gateway
general failures that the CallManager is aware of.
    true(1):   Enabling this object will allow the CUCM
               agent to generate the following alarms -
               ccmGatewayFailedReason and
               ccmGatewayLayer2Change notifications.
               This is the default value.
    false(2):  Disabling this object will stop the
               generation of the following alarms
               by the CUCM agent -
               ccmGatewayFailedReason and
               ccmGatewayLayer2Change.
