The customer profile is in maximum state under the
following conditions:
Overflow allowed and limited
ccrpCPActiveSessions = ccrpCPSessionLimit + ccrpCPOverflowSize.
Overflow not allowed
ccrpCPActiveSessions = ccrpCPSessionLimit.
If overflow is allowed, but not limited by
ccrpCPOverflow, this value will always be
zero.
