CCSRequestOperState
The operational state of the test.
ccsSpectrumRequestIfIndex, ccsSpectrumRequestMacAddr,
ccsSpectrumRequestUpperFreq, ccsSpectrumRequestLowFreq
and ccsSpectrumRequestResolution cannot be changed when
CCSRequestOperState is in the 'running' state.
