An entry in the CA Vendor Table. Rows are created 
by an SNMP SET request setting the value of 
ccdsgifCaVendorRowStatus to 'createAndGo' or 
'createAndWait'. Rows are deleted by an SNMP SET 
request setting the value of ccdsgifCaVendorRowStatus to 
'destroy'. Active CA (that are associated to the tunnel)
cannot be detroyed till association is removed.
