that sent the topology message.  The values are:
  other(1).....unknown or other
  active(2)....bridge is active
  standby(3)...bridge is in standby
              
A value of standby(3) means that at least ONE port
is in standby mode.  A value of active(2) means NO
port is in standby mode.
