SM Lock Bit
This bit indicates if the AP is locked for Maximum SM registrations support.
If the bit is set then maximum of 10 SMs can be registered on the AP.
	0 - No limitation, up to 120 SM registrations are supported,
	1 - AP is tiered with 10 SM registrations
