If this value is set to true, then this neighbor is a CLI
configured Targeted LDP peer. The CMTS will consider
this peer eligible so will accept discovery messages from
it and will actively try to establish a T-LDP session with
the peer. If this value is set to false then this neighbor 
is a regular link LDP neighbor and a row in this table 
will be used for storing the password only.
