The primary address of the neighbor on pimStarGRPFIfIndex
that the local router is sending periodic (*,G) Join
messages to.  The InetAddressType is given by the
pimStarGUpstreamNeighborType object.  This address is called
RPF'(*,G) in the PIM-SM specification.
