The xotStatTable contains statistical connection-
specific information. Only the system can add or delete
entries to this table.
          
Creating entries: Entries are created by the system
each time a new XOT interface is created in the 
xotIfTable.
          
Deleting entries: Entries are removed by the system
when the corresponding XOT interface is removed.
