The Lower threshold for number of GTP-U that can exist at any
given time . If a bTWagGTPHighThresholdReached event has
been generated , and the value number of tunnels in use
falls below the value of bTWagGTPLowThreshold, then a
bTWagGTPLowThresholdReached event will be generated.  No more
bTWagGTPLowThresholdReached events will be generated
until the  value for number of tunnels in use becomes equal to
or greater than the value of bTWagGTPHighThreshold.
